2000 Bonnie Interior electrical issue

2000 Bonnie Interior electrical issue
I have my fluke meter in hand and need some direction where to start.
hopped in the car yesterday after work,
I noticed the climate control had this in the display " - - - " no buttons on the climate control unit are responsive including the lower row with rear defrost
center column traction control button LED illuminated however no response when depressed
no fog lamp button response
no dimmer dial response including dome lights however they do light with open door
no headlight control response however they do come on at dusk
the lock toggles on both front doors UNLOCK the door but are unresponsive when LOCK is depressed. the key fob is still functional in both lock and unlock
when parking vehicle lights off, key out of ignition when i open the door the chime dings fast similar to the "keys still in ignition" ding and the security light near speedo flashes
I have checked all the fuses I can find, all are good

Did you check the fuse box under the rear seat? The other is under the hood. But I will say something sounds rather odd here. Perhaps sawgunner can shed some light on this.

yes i did locate both fuse boxes. this was day 2 of all that rain we had earlier this week, I was working in Shb falls that day never had any water issues other than in the trunk and thats been fixed for awhile

never thought of checking the underside, will check that tomorrow.
if all of these components are on the same circuit which I would have to assume they are connected somehow I was thinking of pulling the easy ones and testing individually for example the traction control button could of gotten a drink of Mt Dew from the wife, however that one stumps me with the illuminated LED on the button must be gettin
12V+ & ground but not relaying the signal upstream
otherwise the other route I might take is the theft system, door lock toggles have power and UNLOCK but will not LOCK maybe its in some type of "safe mode" if its a anti-theft failure

turns out there was a pool in the base that holds the fuse box in place. it does have a drain system that was full of sticks and bugs
