Default Torque converter question

Are there any programmers or software to control when the torque converter locks up?

Mine does it at a very low rpm [1500 rpm if you are driving like grand ma] and needless to say when you barely give it any throttle it acts like miss until it comes out of lockup.Needless to say these cars like to putt around in that rpm range[15-1800] and is very annoying. Any help or ideas would be greatly appreciated.
