Antenna and radio, little reception

In the 2000 SSEi I just bought, the radio barely picks up any reception. It's obvious the people before me has some sort of sound system in the car and my have even replaced the radio. Everything is back to stock now but reception is very poor. The radio also won't scan for new channels, it just keeps going in circles and will not lock on any channels. Is it possible this is the radio, wiring, or something else? I did pull the dash apart to scope out the radio and quickly realized it's not a traditional install. Part of the bracket holding the antenna wire is busted so I took a long screw driver to help hold the wire when I plugged it back in just in case it wasn't going in the back of the radio well, no change. I am open to suggestions and opinions on how to fix this. Cheap solutions first ;)

Use an ohm meter on the antennae wire and a ground. If you get any reading on the meter, you have a grounded antennae.
