Not sure if this will help you but, I just replaced the filler neck on my 2000 Park ave. It's the same gas tank , not sure if it is the exact same filler neck. I removed the entire rear suspension, then lowered the tank to access the clamp on top of the tank. My manual says you have to drop the tank but, there may be other ways. The outer rubber hose on the filler has a plastic tube inside it that makes if difficult to pull out. l could not get mine out without removing the tank. As you can imagine it was an all weekend job that rolled into Tues or Wed. My problem was rust on the ring around the top of the filler neck that swelled the tube inward thus it was difficult to get the cap on and off. I was getting an evap code as well because the cap would no longer seal . In looking back I would look closely at cutting the metal ring off the top of the filler neck and try to replace it with a new ring. You might have to buy a new filler neck to get the ring. I have not done it this way but it looked to me like it could be done, If it keeps you from removing the entire rear suspension it would be worth the trouble.
