EXT LIGHT Blinking

EXT LIGHT Blinking
I would like to say, sorry for the long upcoming post but I want to lay it all out. My problem is driving me crazy. Any opinions would be appreciated.
I have a 1996 Bonneville SE with a 3800 Series II Motor. It has 112,00 miles on it. Three months ago the keys were left on and the battery ran down. I re-charged it the next morning. At that time when I cranked it up the EXT TEMP light on the Electronic Climate Control started blinking for about twenty seconds. I set the temp at 60 degrees and it blew out HOT air. I raised it up to 90 degrees and it blew out COLD air. Now it just blows out HOT air.
The owners manual said when this light flashes to take it to a dealer for a diagnostic check. I took it to a Pontiac dealer and was charged $84.00. They said that not only did it not pick up problems but said they had never heard of this. They did recommend over $1800 worth of repairs they found on a courtesy check. I asked if I did all the repairs would it make my light quit blinking? They said NO. I said all I wanted to know was what was causing my light to blink. They said if I find to please let them know.
I said for $84 I will. (LOL)
I'm not a mechanic but I did find on the internet that if your keys are left in the On or ACC position that only a dealer with a TECH 1 machine could reset the code that causes this problem. I contacted the US Pontiac Division but they told me to go back to the dealership.
My questions are, Does anyone have an idea why the light is blinking? Should I take it to a different dealer and pay another diagnostic fee?

It would seem that your air mix actuator is either broken or out of calibration. Pulling the glove box and looking through the hold in teh support to the left should set your eyes on the actuator. It'* a little white arm with a metal rod attached. When you operate the controls it should follow soon after.
If you see it trying to jerkily move or clicking, then the actuator would be bad. A dealer will remove the dash to change it out, however it is possible to contortion your arm and do it w/o pulling the dash.

Thanks...
I will try it out before I take it back to the dealer.
I bought a Chilton'* Manual today and will look at the dashboard/Glovebox section.
Thanks again and I will post back in a couple of days.
