Default Programming Rebuilt PCM

When checking out replacement PCMs, there is typically a note saying the unit needs to be programmed. Can this be done only by the dealer or can any repair shop handle it? Is it possible to purchase pre-programmed PCMs?

The PCM needs to have your VIN# programed on it. A shop can do it if they have software. I use HPtuners at my shop.

Yes. I know that I have the 1999 year unlocked and can complete the change w/o any problems. Dan has the same type of tuner, I'm unsure if he already has 99 unlocked or would need to buy credits to unlock it.
