Starter Trouble

I have been having trouble with my car not wanting to start at odd times. I finally got under the hood to check my cables and connections. I found that the power wire to the starter was loose. Immediately after fixing that, the car still would not start. I attempted to check all the other connections on the solenoid and found one connection that seems to be grounded to the starter body that was loose. Can anyone confirm that this is a ground and can I ground this connection on the solenoid anywhere else? The car will start if I wiggle that grounded metal piece around. It doesn't look like It can be fixes without a weld.

Does it look something like this:

If the conductor is exposed as shown in the picture, then it would be a ground. Are there bolts holding the strap on?

Yes, I think it looks like that, it is connected to the solenoid opposite the connector for the main power to the solenoid and it does not appear to be bolted to the starter. If I try to tighten or loose the bolt that its attached to, then I can see what looks like cooper wire moving where it's attached to the starter.
