Default Pulled codes...heres what I got

Today I noticed its driving like the Cat converter is cloging, missing under heavy throttle...checked my plug wires for arcing, they are working perfect. If i hit the cat converter it makes a SLIGHT rattle sound, nothing to bad...Had a universal one priced out 90 bucks..not to bad...
Then I decieded to scan it for codes via paperclip
Code 23 IAT low temperature indicated
Code 31 PRNDL input curcuit..
???
Anyone have any clues as to whats up?

DTC 23 will set if:
engine coolant temp is greater than 60*C (140*F)
MAF is less than 12g/sec
vehicle speed is less than 25mph
IAT signal voltage indiactes an intake air temp less than -34*C (-29*F) for 5 seconds

DTC 31 will set if:
Ignotion is on and engine is off
Vehicle speed is 0 mph
Trans range PRNDL input indicates a gear other than park or neutral
all conditions are met for .13 seconds or 3 consecutive startups
OR
the trans range PRNDL status indicators indiacta an incorrect combination of low and high for more than 10 seconds

Considering this winter we had some days when It actually reached -50celcius...Remember -40F is -40C thats there meeting points FYI.
That makes sense, cold freaking weather.
the PRNDL thing, my old Bonneville did that once to as well...didnt think much of it lol.
