Power Antenna

My power antenna wont retract!!! I hear the motor going, but it wont go down or up, stays about an inch from the top all the time.
Any suggestions??? (95 Bonneville)

I just put in a new "Power Antenna Repair" posting in the new Audio/Security/Remote Starter forum with some notes I had from having to repair my own a couple years back, if that helps.
