What I do when I buy a new car.
In this order:

Spark plugs (No bosch!) ($8)
Spark Plug wires ($35)
Air Filter ($10)
Fuel Filter ($15)
O2 Sensor ($50-$100)
Endlinks for Swaybars ($40ish)

Once its running right you can look at making it faster.

like said above its a good idea to get the car running RIGHT before you put power to it. change the oil and all that fun stuff to make sure you are getting the full potential out of it. and the first things i always do is exhaust and intake work cause your car cant push power if it cant breathe good. and then uprgrade coil and wires, u/d pulley and thats really all that comes cheap that and wat was said above lol

Well, assuming you have done the tune-up items I mentioned...I'd reccomend getting/borrowing a scantool to see how the car is running. If you are getting 15* or so of timing when you get on it...then you are ok to move to a smaller pulley. If not, get the car running right first.
