It stumbles/surges in all gears under a steady acceleration but if I punch it wont do it and if I snap the throttle in park the engine kinda does it. It will usually do it around 2300-2500RPMs, and it the needle just bounces up and down just a little bit.
Changed O2
I changed fuel filter,
The vaccum valve on the back of the intake manifold was leakin replaced it,
seafoamed the fuel system,
did a power balance test,
found some bad plug wires so changed them and plugs,
found 2 coils with a high secondary resistance so replaced that,
fuel pressure is about 42 psi but gauge was leaking just a tiny amount
Vacuum is 19 Hg. at idle
im not sure where to go from there, does it look like the fuel pressure regulator? I thought the EGR maybe or the TPS.
Any tips?

TPS is pretty easy to check with an analog meter. Should make a nice smooth increase in resistance as it opens up. I wonder about your MAF sensor. You could try removing it and carefully cleaning the two little wires with a Q-tip and some alcohol. You can make a rudimentary check on function by unplugging the MAF sensor and seeing if the car runs any better. Neither MAF nor TPS sensor is listed as a cause of your problem in the FSM, but it will cost nearly nothing to test them.

Vacuum lines for kinks and leaks
Generator output voltage
