Default Turn Signal Issue

I am buying a 99 Bonneville SE. However I am trying to find out information on the turn signals. Here is the problem: The Wipers and High Beams work on the multifunction lever, but the signals dont. When I flip the signal, no blinking or sound happens.

What could be the problem and fix?
