Question 1996 Heating AC Flow Problems

Hi. I have a 1996 sei. It has the automatic temp control (no *****). All the problems pertain to flow and which vents flow. The system is functioning, but not effectively. The AC is cold and the heat is hot. It seems like the fan is at a lower speed on max. A few weeks ago while on AC max, the fan was noticeably switching to a higher speed, then lower speed about every 5 minutes. This switching has only occurred only a few times. Usually after the car has been running for about 20 minutes in either AC or heat, I notice the fan jumps to a higher speed, more CFM and usually stays there.

Also the heat flow thru the middle level vents is noticably lower, while the upper and low vents flow nicely. AC flows seems to flow fine same thru all vents.

I've looked thru the forum found some good posts about similar issues that speak about bits and pieces of how to troubleshoot the issue. Is there a comprehensiv guide, like a flow chart ie check this if this then do this, if not do this??? Can anybody help me out.
