Default Starter won't catch

i have a 92 SE and i was over my friends house a few days ago for a little while and as i was ready to leave i turned the key and it clicked once and that was it i kept turning the key but i would just get one click, i figured it was the starter cause the car had full power to everything so there was no way it was the battery, well i just got done putting in a new starter and it still won't start it just clicks once does anyone know what the problem is?

It'* the battery or corrosion on the cables... The click is the solenoid pulling in, You just don't have enough juice to roll it, Test the voltage on the battery.
