Default RPMs sets off warning sound

I got a '92 bonneville SE, with 440,000km on it.
1) whenever the cars hits around the 4800RPM+ it sets off the check gauges warning lite/sound. but it does not set off the check engine light at all. any ideas? how serious?

2)the rear defrost always kicks the breaker fuse without thawing the window. is it a wiring short? I've changed the fuse, and the same still.

are any of your gauges going into the red zones? voltage? oil pressure?

no guages go into the red, just the tach gauge, and its never did that before.
