E-brake slowing me down??

Default E-brake slowing me down??

Okay so recently I noticed that when i stepped down on the pedal to engage the e-brake, it basically did next to nothing lol..so i brought it to my reg spot and we found that theres like a wheel to tighten/loosen the ebrake..go one way and ur ebrake will tighten and be stronger, go the other and it will do just the opposite..so long story short we finished tightening it a little bit and i noticed when trying to spin the rear wheels (when up on the lift) they really needed quite a bit of force to turn them...my mechanic says that there needs to be a certain amount of drag, which i agree with but at the same time if we set it TOO tight wouldnt it be almost slowing me down?? should the wheels be able to spin freely when up on the lift or should you have to put some force into like i said..please if anyone can get back to me on this i would really appreciate it..im trying to get all the little mechanical kinks worked out..

The wheels should absolutely spin freely!! You don't want any drag, you want the shoes as close to the drum as possible, but not touching
