Can someone tell me where the DCL is located under the hood

I am assumming youare talking about the data hookup to your PCM. It isn't under the hood. Look right underneath your steering column, above the drivers feet.

Nope--it's not just you, or just GM for that matter--OBD connections must be within 1 meter of the steering wheel, so most all manufacturers put them somewhere around the bottom of the dash for ease of connection.
There may be a few oddball ones out there, but not sure what they may be
