I've replaced the right fender on my car and have taken several off trying to find a good one.

There are a ton of bolts. There are two behind the front headlight that need to be removed after removing the headlight.

There are 3 on the underside that attach the bumper to it. You'll need an extension to make this easier.

There are 3-4 on the upper side which are easy to get to, but might be torx. It was 50/50 when looking for mine.

The inner plastic fender needs to be removed. There are a dozen or so 7 mm screws to remove.

There are 2 screws on the bottom side of the fender. Mine were under the sine molding which needed to be removed, but I know 96-99 is different there.

Once the inner fender is out, (wheel should be off by now) stick your head in and look back towards the door. There will be a little T bar there with 2 screws into the body and 1 into the fender.. your choice which comes off.

Lastly, looking towards the door still, look up and you will see 2 more screws that go upward and attach the fender to a bracket. Remove those as well. They are tough the get onto and I used a bunch of extensions. Then you can now remove the fender. Don't forget to unplug the turn signal. All screws not mentioned are 10mm.
