do you get dash lights??? and there is no clicking at all???? i agree it could be a P/N saftey switch also will prevent the car from starting, but the fuel pump would not prime. Have you tried to hit the starter with a hammer to get ti working

If the P/N switch were bad, the fuel pump will prime; everything will work properly except you won't be able to start the car. You'll get the exact same symptoms as a bad starter -- turn the key to start and all the dash lights stay on (and no cranking obviously).
If it IS the starter, just like 93 SLE said, have somebody in the car holding the key forward (trying to start the car) and take a hammer and hit the case for the starter (NOT the solenoid -- the smaller of the two cylinders and the one all the wires go to is the solenoid). That'll usually jar the gears and get it to crank the motor. Just don't shut it off before you get to a shop or get a new starter.
