I had just washed it in a DIY place, the first time i noticed it, it was right after a DIY place. Think it'* just sucking up watery air right after the wash? It sucks from under the car right?
I played with the revs under the hood once. When i tapped the Throttle (while under the hood) it would go faster with the RPM i think?

Here'* how it works on OBD-1...
The canister holds excess vapors from the gas tank. When the engine is running, it sucks the vapors from the canister when the purge valve pulses.
It pulses on when:
1. Engine is fully warmed up (coolant temp above 158 degrees)
2. Engine has been running for a specified amount of time (20 seconds warm, 2.5 minutes cold)
3. IAT reading above 50 degrees.
