Default possible causes of low fuel pressure.

What can cause low fuel pressure. The pump runs every time I turn the key on. I can hear it.

But with a fuel pressure tester I get 10lbs at the rail and that'* it.

What besides the pump, filter, and regulator can cause low fuel pressure?

F**k!

The filter had BLACK gasoline in it I poured out when I removed it. But still no pressure.....I think the fuel pump has seen better days.
