CAMPAIGN: UPPER TRANSAXLE OIL COOLER LINE SEPARATION #95-C-68 - (03/01/1996)
Subject: PRODUCT NON-COMPLIANCE CAMPAIGN 95-C-68 UPPER TRANSAXLE OIL COOLER LINE SEPARATION ------------------------------------------

Models 1992-95 PONTIAC TRANS SPORT AND Affected: 1992-93 BONNEVILLE --------------------------------

TO: ALL PONTIAC DEALERS

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.

If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.

To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the letter that is being sent to customers, the customers are being instructed to contact the Pontiac Customer Assistance Center if their dealer does not remedy the condition within five (5) days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, they are instructed on how to contact the National Highway Traffic Safety Administration.

DEFECT INVOLVED

General Motors has determined that a defect which relates to motor vehicle safety exists in certain 1992-93 Pontiac Bonneville and certain 1992-1995 Pontiac Trans Sport model vehicles located in certain states (see "Vehicles Involved' section). These vehicles have an upper transaxle oil cooler hose which could pull out of the crimped coupling at the transaxle end of the assembly. Under certain climatic conditions and under certain driving conditions, if this coupling was to separate and an ignition source was present, an engine compartment fire could occur.

To prevent this condition from occurring, dealers are to install a new upper transaxle oil cooler line (to transaxle) on all involved vehicles.

Involved are certain 1992-93 Pontiac Bonneville and 1992-95 Trans Sport model vehicles which are located in certain states and were built within the following VIN breakpoints:

VEHICLES INVOLVED:

Year Model Plant Beginning Up To/And Including ---- ----- ----- ---------- -------------------

1992 Trans Sport Tarrytown NT200002 NT241465 1993 Trans Sport Tarrytown PT200009 PT234796 1994 Trans Sport Tarrytown RT200012 RT243693 1995 Trans Sport Tarrytown ST200004 ST200399 1992 Bonneville Wentzville N1200012 N1327725 1993 Bonneville Wentzville P1200012 P1304952

Affected states are as follows:

Alaska Kentucky Nebraska Rhode Island Colorado Maine New Hampshire South Dakota Connecticut Maryland New Jersey Vermont Delaware Massachusetts New York West Virginia Illinois Michigan North Dakota Wisconsin Indiana Minnesota Ohio Wyoming Iowa Montana Pennsylvania

Complete vehicle identification number computer listings will be furnished to all involved dealers with the campaign bulletin. These listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.

These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law. in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

PARTS INFORMATION

A preshipment of 30%, of part number 10273332, will be sent to involved dealers the week of April 1, 1996. Preshipped parts will be charged to the dealers' open account. Please refer to your "Involved Vehicle Listing" prior to ordering additional requirements. Additional parts are to be obtained from General Motors Service Parts Operations (GMSPO). Normal orders should be placed on a DRO = Daily Replenishment Order. An emergency requirement should be ordered on a CSO = Customer Special Order.

DEALER CAMPAIGN RESPONSIBILITY

All unsold new vehicles in dealers' possession and subject to this campaign MUST be held and inspected per the service procedure of this campaign bulletin BEFORE owners take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing are to be contacted by the dealer, and arrangements made to make the required inspection according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owners letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign inspection has been made before selling or releasing the vehicle.

SERVICE PROCEDURE

TRANS SPORT VEHICLES

1. Remove old upper transaxle oil cooler hose clamp and hose assembly (see Figure 1).

GM bulletins are intended for use by professional technicians, NOT a "do-it-yourselfer". They are written to inform these technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions, and know-how to do a job properly and safely. If a condition is described, DO NOT assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See your GM dealer for information on whether your vehicle may benefit from the information.

Ummmm....you need to buy a book. You really do. Your owners manual is a start.

The car must be running to check the trans fluid level. It'* the dipstick at the rear of the engine. The BIG one. Long, too. Use Dexron III fluid. And I suggest not driving the car.

When my hose went, it caused a fire that almost destroyed my car. And it very nearly did major heat damage to my transmission. I caught it quick enough, and didn't move the car after the fire was put out.

Did they actually say that they're still honoring the 95-C-68 campaign? Mine was fixed for that waaay back in 1996, but I have an idea that somebody else here was told by their dealer pretty recently that that recall had expired. Good luck; even if they won't pay for it, you really need to do it one way or another as it'* a definite fire hazard.

I... have no idea. I think it should be there. Heck, I even have my original letter from GM, from back around 1996, about this one.

I see some other famous bulletins like "Fuel Gauge - Reads Empty When Fuel Tank is Full" are in the bulletin list, but 95-C-68 was an actual recall, so I think it should be in the list at the top.
