Check that both fans behind he radiator are running when the air conditioning is turned on. My 1998 also warms sitting stationary especially above 85 degrees. I can improve it by turning down the blower speed inside so the air spends more time over the evaporator coil and gets cooled a little more and dried a little lmore and by speeding up the motor to 1500 or so while sitting at a long light.

Bump up your RPM'* a little bit. Should notice a difference. The A/C is dependant of the car moving and the engine RPM being higher to work better.
