Default EGR block off?

New to the forum... been reading up on everything concerning the Upper plenum problem for the last 3 months; and in the process of changing mine with the Dorman.
Also been reading up on the EGR, went through about 10 pages of posts about the EGR and can't find a "definitive" answer concerning blocking it off.
So my questions:
1. Can the EGR be blocked off safely without burning the valves? (or setting a code?)
2. If yes to above, what'* the best way to do it?

And as a postscript... when I removed the old plenum (had the hydrolock one cold morning), the EGR stovepipe was kind of floating in the plenum passage where it sort of belongs (isn't it supposed to be a interference fit in the lower intake, kind of tapped down into the lower intake?)

Anyway, glad to be part of the group, it'* been very interesting reading thus far, and looking forward to being of help with the minor amount of knowledge gained so far. (had the no- start- hot- problem which I corrected with a new crank sensor, wasn't it a blast to get the harmonic balancer off!!)
