Default Multiple heater blower vent issues???????

I don’t know where to begin so forgive me if I leave something out. For the most part my blower does not start working until the car has been warmed up and driven for about 30 minutes (in the winter time only 15 minutes to warm it up and 15 minutes of driving). Now I was missing a 5d fuse under the dash but have since replaced it. I do not know how to remove the fuse by the windshield but it seems ok and I blew that area out with air. Now a couple of times I have banged the blower and it does come on immediately. Now the other problem I have is that the blower controls are very slow. What I mean is that to switch the air from the vent to the floor can take over 30 seconds. And no matter what the air is set on when the car is turned off when the car is restarted the air is directed at the floor, even if the controller says vent or windshield. This is with the AC on or off every which way it does not matter. I visually inspected all the vacuum lines and see nothing out of the ordinary. Even when there is no air coming out on the floor and I only feel it from the vent it is awful loud within the dash as if the air is being dumped out somewhere else but I can’t feel anything. I am expecting when the switch is made from floor to vent that the air sounds totally different and it is blowing hard from the vent when in fact it does blow from the vent but the sound is not considerably different. I do have a cooler thermostat installed with a hole drilled in it as well as a CAI but I think that is irrelevant. I have tried researching this issue but I am unsure what my issue is. I am really wondering if I need the 25 amp fuse in 5d because there was not one there.

BTW I am looking for a pair of reflectors for my back bumper and I have a stock Bose stereo I will let go for a couple of bucks.
