When I start my car cold, the idle will go up to around 2500-3000 rpms for a few seconds and then down to around 700 and at times even stall. It will go up and down like this for about 1-2 minutes and then return to reg idle of about 1000 rpms.

Check for a vacuum leak. You may also want to clean the throttle body and idle air control.
