Default Blower issues

I have a '96 SSE and my blower usually only works when I reach speeds of 50+ MPH. Upon reaching these speeds, both the A/C and heater work fine.

You have the digital or electronic climate control (ECC) correct?

If so, most likely your issue is the blower control module under the relay center in the engine bay. When the car is cold, stick your nose down around the center of the strut bar, smell anything burnt?

honestly it doesn't smell abnormally weird.

Edit: The blower on rare occasion will work once I start the car. But it is guaranteed to work when I hit 50-55 MPH.

Edit: Yes it is an ECC

OK I hit the cylinder thing (I am assuming it is the motor) and sure enough the shock started the motor. Um since I am not really a car mechanic lol, can someone help me with the blower motor and how to replace it?
