Exclamation Rev limiter at forward gears?

My 1990 Bonneville SSE refuses to go over 3000 rpm at forward gears (I need to rev it because I got some seafoam.) The car is able to rev to high rpm in park and neutral. But doesn't rev in forward gears. Ignition coil is new, spark plugs were replaced last year. The car pulls normally from 1000-2500 rpm, not weird sound at lower rpm. LN3 engine and 440T4 trans.

The fuel pressure was normal if the gauge is correct. My fuel pressure sensor hasn't gone bad yet.

The oil pressure was normal. The car pulls normally below 3000 rpm, no knocks or funny noises.

What WAS the fuel pressure? Usually when we ask members what a fuel pressure is, we want specific numbers. Not, 'the fuel pressure was fine'.
