First off, make sure your steering wheel isn't tightly locked. Move the wheel back and forth while trying to get the key out. Sometime the wheel locks in a strange position and it jams the key up.
You can also try moving the shifter around. To the right of the shifter ****, there is a small button that should say something like "shift lock release." This sometimes has a small plastic cover over it, but otherwise should be able to push down when you stick something into the hole. Make sure to put your foot on the brake first, then push the shift lock release button and move the shifter through a few gears then back to park and then try to get the key out again. This should all be done with the car turned off, and again with your foot on the brake (so it doesn't roll away on you.)

This is a common issue. It has to do with either the ignition switch or soleniod for releasing the key.
How to remove the key from a 97+ W body.
On the underside of the steering column directly below the key switch is a little cover. Gently pop it out. Pushing up into the hole with anything small enough (paperclip, small screwdriver etc) will release the key and allow you to remove it from the ignition.
A few guys have jammed something in the hole to keep the button pressed, others have swapped parts until the issue cleared up.

I had a problem similar to that with mine but was cured by lubeing up the key cylinder switch sounds like you have a jam in the mechnism that allows you to be able to release the key could be something as easy as lubricating the moving parts the best you can

hello
i had an 03 grand prix with the exact same problem, i took the cover around the steering wheel off and i tapped the little button mentioned above, and it fixed the problem
only issue is dont forget the car in drive or park, becuase if you do you can still remove the key now lol
