With what you have now that looks like a pretty good list.
The cut out is your call but I would leave it out. Use the $30 for down pipe and cat welds?
Your going to need to baby the tranny to avoid a loss with those engine mods

with a 3" pipe the cutout probably wont do that much, especially since you are NA. What about raising the compression with those heads?
Better save some money for a new tranny after all of this is done.

The tranny is absolutely the next thing on my list and hope to do it next summer. I should be alright since it only has 40k on it and it'* a rebuilt stealership unit. But i'll try and be nice to it.
Thanks for the input.

what about a 2.5 or 3" catback? Then you would see the gain all the time rather than just when you were at the track and had the cutout on.

Stainless is forever, use steel exhaust pipe. If it burns up in 5 years replace it with another $30 worth of pipe.
Run 3" into a high flow cat and 2.5" straight back to the y, you'll be ok with 2.25" into the mufflers.

But your right aluminized won't rot out too fast.
I don't have a Y though, my exhaust looks like:
