Default Too much Boost?

If I can already peg my boost gauge at WOT would it be wise for me to get a smaller pulley?? I wasn't sure if after a certain amount of boost was pushed it would just be relaesed through the release valve. Or would I just be pushing too much boost for the engine to handle? I already posted a similar question under another topic, but I would really like to know. If I am not going to harm anything I will order that pulley asap. Any advice would be greatly appreciated. thanks
