Well, I got 400 bucks now, from selling my Ciera that threw a rod bearing, and I want to do some mods to the bonneville. Can someone start me off with a list on what I should start with? I was told to start with a cold air intake, muffler, and a drilled 180 t-stat. I would like to spend all 400 on performance mods since I don't need anything else.

Smaller pulley on top of those items is always nice; but I think it was Willwren that said the older SSEi'* are starting to show weak fuel pressure when you crank up the boost. So before you do that make sure you have acess to a fuel pressure gauge and scan tool.
