If NY is anything like NJ (I'm an NJ inspector), CEL does not matter on 95 and older. It can be on and still pass. But you must make it through a 2500rpm test with the sniffer in the pipe.
96+ gets connected via OBDII up to 8500GVWR. And 96 to 00 can have up to 2 readiness monitors not ready. 01+ is allowed 1 readiness monitor not ready in order to pass.

Jimmy, just an FYI, I'm awaiting funding later this month, so immediate purchase is not an option right now.
If you could and have the time, just take a peek at it, on the underside stuff like that.
