I don't think the down pipe will work. Firewall clearance.

you need some MAJOR mods before a DP...the fastest S1 is still running a stock DP, so that should tell you something

there is better things to spend your $$ on ATM

no not major... anything that frees up the exhaust is a good mod... just need to make sure he opens up the intake first

going to 2.5" is not drastic at all!

BUt would it be faster with a new DP? Only testing would truley tell. Being the first section of the exhaust system it could be the first bottle neck. I'm not saying it could work, but the only way to know is dyno testing, scanning, etc before and after.

I don't know how much it would improve, but other things probably will give you more HP/Dollar at this point. I don't think ZZP makes a DP for the 94 however..

Your best bet would be to go to a local exhaust shop that can do mandrel bends and have them fab one up. Should cost $175 at most including flange(*), mesh flexpipe, stainless Steel piping with mandrel bends and installation.
The local exhaust professionals for 3800'* here in MN get'* $160 including installation.

Custom is the only route. ZZP'* will not fit a 94.

You need to do a bit of work on your EM'* before you even think about a downpipe. The EM'* are a bigger restriction.
