Would this chip give me more hps without chance of problems with my 1995 pontiac bonneville .....

That thing has two wires. Two in, two out. In between is a resistor. It simply tricks your IAT sensor into thinking the outside air temp is colder, which causes the AFR to richen, giving more power......
......until your O2 sensor sees you running rich, and leans you back out. Your PCM is smarter than that thing. You'll have gains for about 50 miles, then the car will re-learn the proper AFR. An absolute waste of money, except maybe for a day at the track.
20 hp is a ridiculous claim.

There is really no such thing. You need to set a budget and really think about what you want to do. For a thousand bux and yer own hands you can do quite a lot. Figure out what you want, and we can help you from there.
