You apparently have a whole slew of other issues that need taking care of first.
1. Get the brake light off. (lack of fluid can cause this and the parking brake switch can cause this)
2. Diagnose the ABS issue. ie , goto a dealer and have them scan it for codes. Autozone can't touch 95 systems. (cheap bastids)
Once those issues are fixed, then that might fix your lockup issue. And yes, the brake light can/will prevent TCC lockup.
On another note, how do you know your not getting lockup?

I know i'm not getting lockup because it runs 3200 rpm at 60 mph & coasts at 1100 rpm when I let off the gas. I will try to get the codes read. The lights don't come on all the time, just sometimes. Yesterday it wouldn't start so I held the key in start position & moved the gear shift around & it started.

Another candidate for no lockup.
If your running 3200 at 60MPH, your probably running 3rd gear, not 4th gear. With a funky shifter like yours, the PCM probably thinks your commanding 3rd, and not 4th.

Duh, I told you it was running 3rd. It Won't shift to 4th. Do you think I need to adjust my shifter cable? By the way, I drove it 200 miles today & it shifted Perfect, OD & All. I can't afford to go to a dealer to get codes run, That'* why I'm asking you.

We can use the parts cannon and assume all day long and it still won't fix anything until we know what the computer is saying.

I've been busy. I found the Hot post on my battery hooks to the fuse block, The bolt was stripped. I put a new bolt in it & tightened it up. Now all the lights on the dash have gone out! OD works fairly good now. It shifts into OD great but it don't want to downshift when I slow down. I can downshift manually. Any ideas?
