Default 97 silhouette hesitates cold

First time user here and i have to say after looking through quite a few threads im impressed. Great job guys!!! Ok on to the problem, my brother bought this 97 silhouette 3.4l before I had a chance to look it over so now I have a new hobby. It runs great except cold start, it hesitates on acceleration until it warmsup a little bit. I suspect the IAC but can't find any info on it.
He bought it from an auto repair shop and It stalled and hesitated the day he bought it. He took it back and they put a cam sensor, crank sensor, ignition unit in it the first time. Three days later they kept it a week and put a PCM or ECM in it. 1300 later he brings it to me and it'* still stalling. First thing I notice are fans running continuously, I also find a frayed wire to map sensor intermittently rubbing manifold. That fixed the stalling but I also found the harness for the coolant temp sensor plugged into the new cam sensor. Neither sensor was plugged into the harness, they were plugged into each other. I really have no clue how some people stay in business. How did they manage to put a new cam sensor in it and not check their work?
Also one more question, the cooling fans don't come on until it reaches 226f. That seems a bit high to me but I seem to recall reading somewhere that'* ok?

did you read the temp through the scanner so you can see if the sensor for the pcm is right. that fan setting sounds right. what about normal maint stuff, wires, plugs, fuel filter. the coil terminals like to get corrosion on them, as do the tabs the coils plug into. so if these guys didnt check for that i would.

The scanner was reading -39 before harness repair and now reads fairly accurate. The temp. Gauge is working now as well, it does tend to go from the middle to the 3/4 mark before fans come on while idling. I'm not sure how the gauge responds while driving. As for the ignition system, they replaced everything, the plugs, wires, to coils and sensors.
