That'* why "may issue" states suck. GA and MO are both "shall issue" states.

Yeah, especially NY. And it varies by county. Ours, and the neighboring one are strict (we border 2 counties in our little town). But, I used to live in Delaware county, and its as close to a shall issue county that NY has. I believe, from my friends there, that you can get open carry in that county only.
Fortunately, we just elected a decent county judge (who makes the final decisions), who is pro 2A, member of local rod and gun club, and avid shooter. So, with any luck, I'll put in my app this year, and it wont take 6-8 months for review like I've seen others in my county posting.

ours is anti guns. you have to get 3 or 4 character references that live in your county but cant be related to you, and will sign a thing notarized by a witness. then you take all that in and wait a long time. ive heard some are worse though, require those people to go with you before the judge.

Yea, where the hell have you been Brian?
And BTW, what does it mean when you have NO OS pre-loaded? Is that some sort of snazzy new term that says, I didn't pay for an OS, so its not installed?
What are you installing on it?

High end PC builders give the option to not pay for an OS to be pre installed. This way if you have your own already you don't have to pay for another.
