Has anyone seen this car? Is it a 88-91 or a 92-95? I can't find one....

It seems to be an 88-91, from my perspective.
It'* more of a "modded" car, its not a generic car. If it really is a Bonneville, it'* an SSE.
The shape and rear aren't that consistent with a Bonneville, but meh, the front corner light (that orange shade and size) and headlight do.
I've driven it, it'* not bad, I see them quite a lot, actually. Haven't paid the most attention to it, I'll see if I can find more. Currently have a blue Tampa and a Stallion (painted a nice yellow-orange) in my garage.

Other cars with this engine sound include the Bravura and Primo, both of which are common enough cars.
