I've seen electronic superchargers before. I've seen one in person, (2000 green metallic Monte Carlo LS w/ 3400 Sequential fuel injection) and it had one on it, from the "E-Ram'' company.. My brother raced him (this was at a monte carlo meet in indiana two summers ago) and my brother had a Monte Carlo SS 3.8 L N/a and the LS smoked him .. absoloutely no mods but an e-ram..

ran a 15.6 , brother ran a 15.9

The E-ram slowed him down. At wide open throttle, it'* an intake restriction and cannot flow enough to keep up.

15.9 to 15.6 isn't really getting smoked, IMO.

A bad launch on your brother'* part and a good launch from the other guy could easily account for it.
