The scapegoat - fuel filter. But why?

The scapegoat - fuel filter. But why?
On any vehicle with any problem, someone (not on here, but in real life) always says - "Maybe it is the fuel filter."
Doesn't matter what the car is or is not doing. Someone always thinks it is the fuel filter.
I will tell you how bad it is - I was at work in our lot messing with this guy'* car. The accessories were not working right. (turns out it was a wire in the steering column connected to the horn and other circuits)
Anyways, as i am checking voltages, fuses, the like, this guy says - "It could be that the fuel filter is clogged". Even after I told him it was an electrical problem, he stuck by his thought.
I wonder if some folks realize that a fuel filter does NOT cause every car failure known to man. :
