It would be "art" if the cars were on fire. Something dynamic like that would rock.
Or maybe their alarms would always be going off. That just looks like a highway pile-up...boring.

There could be worse things for a car, and it'* not like these cars are rare. Art isn't a pretty picture or nice painting, it'* a form of expression. If this is expressing something, it'* art. Art is in the eye of the beholder, once an artist creates anything, the message can be interpreted in various ways, and takes on a life of it'* own. Now, whether or not this is "good" art is definitely up to debate. I think this is neat and unique, but I can't say I think it'* strong or moving. It is art, though. Just not very good.
