they make ya do a bunch of crap to appeal it too. probably to discourage people from doing it.

where this office of institutional facilities is, I have no idea. never heard of it. Lol. But, to pay the ticket it gives you exact direcections of where to do that at. lol.

Go to the place they tell you to go to pay the ticket and ask THEM where you go to appeal the ticket. If they don't tell you the right way to do it, you can sue the hell out of them, so they're generally pretty helpful.

a few weeks ago they ticked 43 cars at my uni including myself since the same problem as you list....we were ALL parked incorrectly, meaning I was parked between 2 lanes like all 43 people in the row. It was sorta funny seeing all those people in the public safety office though bitching about $15 tickets.

I got hit with a $200 last year for being "in a handicapped spot" Appeals board was a bunch of old people looking for a bonus I think. Frankly they already figured it out before I plead my case with pictures etc. Both me and my roomate got them, so I was fighting for both of us.
I lost.
So i went to the parking director. He got some LONG, and nasty emails. Luckily it worked. There'* no way I was gonna give the school $400 of our money for BS like this, all because the attendant was an idiot, and put a ticket on two innocent cars. It'* kinda like the NFL replay, you have to have very substantial evidence to overturn, or it'* ruled in favor of the call on the field.
If you think you've been wronged, by all means fight it.

Gotta love campus security, don't ya? Around here they do the same thing, plus no one can park and everyone love to get an extra half a car width between them and the next vehicle...so before ya know it, each row is down about three or four spots. I hate campus parking...so I feel for ya.

I am a campus security officer, I write lots of tickets, not cause I want to though. Mostly for morons going the wrong way in a one way zone and students parked in staff lots. We have some that try to sneak in to a handicap space to run in to the school quick. Well not quick enough, I get there and write them up for $70. Those spaces are for handicap people, not someone who is in a hurry or too lazy to walk. (I am not flaming, we just have some students that seem to want to pay alot of money to not have to walk a little ways.) If we write tickets, its for a reason. I hate when I get people crying about tickets. If we write you one, you did something wrong so pay up. I am a nice guy though, if someone comes in and in nice about it and I can explain to them what they did wrong, and if they give me there word they wont do it again, I let them go.

If your in BC, your either at KC, KVCC, WMU or Kelloge, what college do you goto, and for DPS, most of the time they do when theres a lack of time. GV DPS wrote me one ticket, and I jumped in their **** about it since it was a ticket cause I parked in a loading zone by the L-buildings, hense unloading my car into a friends dorm. After that, Ive since gotten no tickets.[but then again, none of them like me]
