That is a real ****-off. I think what the he means by "abandoned" is that the car isn't registered at all. Even though my Bonne was parked for 4 years, it still had to have its registration renewed every year but under a different class for parked vehicles. The province I live in is all public insurance, so it may be different from where you live.

If he had continually told me to shut off the music in your situation, I would eventually have told him to %*$# off. What he is asking of you is totally rediculous. What about people doing yard work? Lawn mowers? Someone vaccuuming out thier car? Can he get them to stop what they are doing?

I play music quite loud (mostly AC/DC) from my car while working on it and cleaning it and a neighbour has never complained. My Dad listens to music pretty loud in the backyard too, and no one has ever complained. I definatly think the police officers were over-stepping thier amount of control. Did they hear the volume of your music when they came by?

Sound control maybe more strictly enforced where you live since it is a smaller community, but still...You should call the Police department and explain what has been going on.

Just reading that pissed me off. I HATE residential areas with a passion. I am a independent introvert. I like to do what I want when I want to do it. I could never live in a place were I always have to worry about what I do and what other people living around me think of it. I feel you're pain. Being 14 years old ain't easy because you can just pack you're bags and move somewhere better. When I was 14-15 years old I was a pyro maniac and love to have bon fires every night. One night the neighbors behind me called the fire cheif and I couldn't have bon fires anymore. They thought, even though the fire was contained in a pit, that the fire would magically jump over 80 ft and burn their house down. You are at the mercy of you're neighbors.

As far as this guy your talking about is concerned, you're not really bothering him. I think he just feels insecure about the small size of a certain part of his anatomy. He has a superiority complex over you because of your age that makes him feel like a big man.
