It has to do with PATIENCE. Sometimes it'* slow on your end, and sometimes (rarely) it'* slow at the server. In either case, if you hit submit again while your post is 'hung', it'll double.
Our server has a big fat dedicated pipe to the backbone of the internet. And it'* based in Texas where 9 out of 10 Texans don't know what the 'innernet' is.
