Default Towing Test

A guy calls his buddy to let him know that his vehicle broke down and asks if he could come out and tow him back home. His buddy says ok and a few minutes later shows up at his buddies vehicle. He asked what was wrong. The buddy says I'm not sure, but I do know one thing, you can't tow me. I have to tow you.

Why?

Note:
The vehicles are identical models with same engines, trans etc.

If you know the answer, wait after a few posts please.

Ok, Ok.

The vehicle that is broke down, has no brakes. So, the vehicle that came to tow him can't tow him otherwise he would just get rear ended. If they switched roles, The vehicle without brakes can be stopped via the vehicle with brakes. Those that have towed using cars, or trucks would get this.

So, is the vehicle "broke down" because of not having brakes or some other reason? If that were the case I would just drive it without brakes and get to where I needed to go. I've had to do that a few times
