yea up here this truck pretty much has no rust compared to most of the trucks running around.
If i feel like repairing the rust, i'll just get a replacement panel, and a friend of mine just graduated college for body repair so i'll just have him fix it, and yea i'll probably just through some fender flares on it.
as for no insurance on a sitting car it is fine to have a car w/out insurance here.
As for the tax on the $3000 i've got that covered And we don't have inspections here.
Trust me I've got the financial aspect of it planned out. I've got everything written down cost wise on it from insurance, to gas, to taxes, to a tune-up, and an oil change.
When you've got a brother like mine, you tend to learn from him, and really plan out financially before buying big things.

First off, KBB is usually pretty high on their estimates. You need to check both. Edmunds.com lists the truck as:
1995 Ford F-150 2 Dr XLT 4WD Standard Cab SB
True Market Value Pricing
Prices: Trade-In Private Party Dealer Retail
National Base Price $1,697 $2,455 $3,719
Optional Equipment $139 $216 $385
Alloy Wheels $15 $23 $41
Manual Horizontal Sliding Rear Window $5 $8 $14
Camper/Towing Package $14 $21 $38
5.8L V8 OHV 16V FI Engine $51 $80 $142
Heavy Duty Suspension $9 $14 $25
4-Speed Automatic Transmission $45 $70 $125
Color Adjustment
Dark Blue $-1 $-2 $-3
Regional Adjustment
for Zip Code 49707 $-22 $-32 $-48
Mileage Adjustment
130,000 miles $208 $208 $208
Condition Adjustment
Average $-540 $-768 $-1,137
Total $1,481 $2,077 $3,124
If you follow that, Private party is listed as $2077 for your zipcode, with a condition of fair, which is warrented by the rust, and the other work it needs. Now this one I have found in my opinion is closer to the realistic value.
All this being said, both of those are just guides. I think for $2500 that'd be a good truck if everything gets fixed he stated. If not, it'* a $1200 truck in my opinion.
