I just got quoted $1750 for a tranny rebuild and new torque converter. Does this seem fair to you guys. I was shocked and stumped. And I don't know if that includes 8.35% sales tax. Is it worth it or should I buy a series 2 riviera.

thats about right, if you shop around you could probably do around 14-1500, but 1700 is what i payed for my 4T60 in my old buick.. I think 16-18 is going to be average street price for a full rebuild

.... and only 200-300 is only parts. Rest of it is in labor. Minus the torque converter.

I would rebuild it if your absolutely sure that the rest of the car will last another 100K+. I say that because I ended up putting in an $800 Clutch in the Eclipse, only to move to MA from NH and junking the car because no one wanted to pay $500 for it, sooooo
Tough call but if you can buy something newer, less miles, then thats a better option. Use your current car as trade in or resale value.

Is the paint in great shape? Any rust etc. Does the car really shine up when you clean her and the interior is in good shape too, I say rebuild her but if some spots are crappy, I say dump her and get a newer Riviera
