I have been using Vonage for over a year and have been very happy with the service and price. If you need Fax look elsewhere as its not as reliable. Make sure your ISP is rock solid as well.

My parents have broadband(RoadRunner) through Time Warner. They have the 3 in one. Digital Cable, Boradband, and the digital phone. They seemed to like it until the something happened to the cable line somewhere. The whole street couldn't call anyone because everyone had the digital phone. And, considering this is the older people type of neighborhood, cell phones were uncommon over here. Makes it difficult to call emergency services if everyones phone it out.

Have them get a pay per call landline from the phone company, its only like $13/month and 10cents per local call; plus it works when the cable and/or power is out. Its what I use in addition to the cellphone. Makes a great safety net.

One way around is mentioned above, (get a cheap land line) but there are others out there if you need them.
edit: and if you have a security system that dials out when something goes wrong, losing power or internet will basicly cripple the security system as far as contacting police/fire/etc.
