Goto Start->Run and type "msconfig"
Goto the startup tab, and remove anything that looks odd, or you don't need in your startup. Becareful not to remove anything that has to do with your antivirus program.

Mines been sluggish lately also, not too shabby on startup i guess...but more-so on shutting down, it takes a good minute to finally do anything.
Even when burning CD'* (Multi-tasking) Laggs my computer real bad, it used to before i had added an additional stick of 256, then all problems were solved, No lag what so ever. but now, its been working like crap *sigh

Yea, you might be fragged. The Windows defrag isn't that great. Get a copy of Diskeeper, or Norton Systemworks. Try that. Also, in Norton, there are a lot of optimization utilites that help. Also you could have spyware. That slows lots of stuff down. Try downloaded Ad-Aware, and scan for it. It is free.

Have you installed a virus scanner lately. (double edged question)
If not might be a virus running a muck.
If so that will also slow a system down.
Yes even on boot up times especially the virus scanner.
Other things that slow boot times are SCSI card drivers can add about 30 seconds of wait time and NIC card drivers.

Yes that could be the issue as well.
Especially if it'* slower than the drive(*) that were in the system before that one example the current ones are 7200 rpm ATA100 and the 4 gb one is 5400 rpm and ATA33 or just an ATA drive (might show as UDMA on the post info.)
